BackgroundThe Prime Minister, Rt Hon Helen Clark, announced the Commission of Inquiry on 4 February 2004. The Commission was established to carry out a full, independent investigation into the way in which New Zealand Police had dealt with allegations of sexual assault by members of the police and associates of the police. This followed the publication of allegations suggesting that police officers might have deliberately undermined or mishandled investigations into complaints of sexual assault that had been made against other officers. The Commissioner for the inquiry was Dame Margaret Bazley. The Commission’s reporting date was 30 March 2007.
The Commission was directed by government not to give names or any particulars that are likely to lead to the identification of any person who made an allegation of sexual assault or of any person alleged to have committed a sexual assault. The Commission was also directed to make its report and its findings of a more general nature than those envisaged when the Commission was first set up. See Order in Council of 2 May 2005. On 25 September 2006 the Minister of Internal Affairs, Hon Rick Barker advised that the reporting date for the Commission of Inquiry into Police Conduct has been extended by Order in Council from 30 September 2006 to 30 March 2007.
